Hello world!

Tolakaz Construction Ltd is a registered CIA company <Construction Industry Agency> for construction and renovation of all kind in Mauritius

To become a registered building or trade contractor in Mauritius, you must register with the Construction Industry Authority (CIA), which replaced the former Construction Industry Development Board (CIDB) under the CIA Act 2023. [1]
Step 1: Set Up Your Business Entity
  • Incorporate Your Business: Register your company with the Corporate and Business Registration Department (CBRD) to obtain a Business Registration Number (BRN) and Certificate of Incorporation. [1, 2]
  • Tax & VAT Registration: Register for a Tax Account Number and, if applicable, sign up for Value Added Tax (VAT) with the Mauritius Revenue Authority (MRA). [1]
  • Setup Costs: Business incorporation generally ranges from MUR 15,000 to MUR 30,000, excluding legal or consulting fees. Check the Deel Entity Guide for more information on business setup requirements. [1]
Step 2: Determine Your Contractor Class and Grade
The CIA categorizes contractors based on the scope and financial scale of their work: [1, 2]
  • Classes of Works:
      • Building Construction Works
      • Civil Engineering Construction Works
      • Mechanical, Electrical, and Plumbing (MEP) Works
      • Specific Works [1]
  • Grades & Limits: Contractors are assigned grades (such as Micro, G, F, E, D, C, B, A, or Small, Medium I/II, Large) which cap the maximum contract value you are legally permitted to tender for and execute. [1, 2]
  • Micro-Contractors Exemption: Citizen-controlled firms (at least 50% local shareholding) undertaking works valued below MUR 1 million (excluding VAT) per contract are exempt from standard CIA registration, though specific rules still apply. [1, 2]
Step 3: Prepare Application Requirements
To apply for registration with the CIA, you must submit: [1]
  • A completed CIA application form.
  • Proof of business registration (BRN and incorporation documents).
  • Financial proof demonstrating financial standing and stability.
  • Track record and portfolio of past or comparable projects.
  • Proof of technical capacity (qualified engineers, draughtsmen, or certified technicians).
  • Valid insurance coverage.
  • Prescribed registration fees. [1, 2, 3, 4, 5]
Step 4: Submit and Maintain Compliance
  • Renewal and Deadlines: Registrations require annual renewal by June 30 (with a 1-month grace period, a 25% late fee, and risk of cancellation after 30 days). Operating without valid registration or exceeding grade limits can result in heavy penalties, including fines up to MUR 1,000,000 and up to 5 years of imprisonment.
  • You can search live stakeholder directories on the CIA Registry Portal to view active registered firms and compliance standards. [1, 2, 3]
